IceBird for maelstrom assassin

I have an icebird throwing knife that a friend lvled up for me to get +13 to maelstrom but when he gave it to me I got +3 to maelstrom. Keep in mind he was a druid. We tested a bit here and there and non-assassin classes got +13 whereas assassins got +3 . Is that a bug or did devs purposefully do that to nerf the item? I just wanna be sure lol

This is classic Diablo II behavior, not something specific to Median. Oskills are capped at +3 for the class that has the skill. This is so other classes can get it to a high enough level they can actually use it without overpowering the class that has it natively.
